(1) Accept dispatch pre-order 1. (1) When accepting a scheduling pre-order, ask the scheduler to clarify the operation task, operation purpose, and scheduled operation time. (2) The operator shall check the operation task, operation purpose and scheduled operation time with the operation mode of the equipment and the maintenance experiment of the station, and dispatch the duty officer in time if there is any doubt. 2. (1) A scheduling precommand is used as a basis for preparation before an operation and cannot be executed as an operation command. (2) The process of receiving orders shall be recorded in time and recorded in the Et log on duty. (2) Fill in the operation ticket according to the scheduling operation pre-order to hold the danger point analysis meeting before the shift operation, focusing on the analysis of whether the operating equipment has the operating conditions, and the operation of the first and second equipment. (1) The analysis will be conducted by the staff with the highest technical title. (2) Modify the operation items in the typical operation ticket according to the operation task and purpose. (3) Combined with the characteristics of the protection and automatic device configuration of the station, the operation ticket when the last shift is out of service, the relay protection and automatic device pressure plate return record, work ticket, comprehensive consideration to determine the correct operation steps of the primary and secondary equipment. (4) Abnormal situations that may occur during operation and handling methods. (5) The fillers shall fill in the operation ticket in strict accordance with the requirements of the analysis meeting. (6) The ticket filling work shall be completed jointly by the operator guardian and the operator. The operator writes to fill in the ticket, and the guardian reminds the person to fill in the ticket at any time. (3) Review the proposed operation order 1. Audit of the proposed operation ticket Audit of the proposed operation ticket to meet the requirements of the two tickets, whether to meet the requirements of the pre-operation analysis meeting. (1) Implement each value audit responsibility system. (2) According to the on-duty operation mode, the two-ticket management regulations, and the pre-shift analysis, the audit will be comprehensively considered. (3) Strengthen and dispatch the duty staff, and fill in the operation ticket again if necessary. 2. (1) The dispatch officer issuing the dispatch command is the basis for the execution of the operation task. The receiver should repeat the dispatch operation command and record it, and record the dispatch positive command in the command bar of the duty record operation in time. (2) The duty chief, the operation guardian and the operator listen to the recording of the dispatch positive order and check the operation tasks in the dispatch operation pre-order and the operation ticket. (4) Preparation before operation 1. Full preparation before operation, careful operation (1) Prepare the necessary tools and tools for operation. (2) Prepare necessary safety equipment for operation. (3) Prepare the keys necessary for operation. 2. Before starting the operation, the guardian and the operator should consider the following issues: the impact of the operation on the load flow of the station and the impact on the voltage, reactive power and the rated current limit of the equipment, whether there is the possibility of dumping the load, whether other precautions are fully considered, and what needs to be added. (5) Drawing board simulation operation 1. Check the equipment number and name (1) The guardian and the operator go to the simulation board first check the pre-operated equipment location and number. (2) Guardians and operators should go to the equipment number plate to carefully check. (3) There should be an obvious confirmation process for checking numbers. (4) When the interrupted operation restarts, the equipment number must be re-checked and the vote repeated. 2. Count the votes aloud and repeat them to ensure that they are correct. 3. (1) The guardian and the operator first check the position and number of the pre-operated equipment before walking to the simulation board. (2) The guardian counts the votes one by one according to the planned operation ticket, the operator fingers the pre-operation device on the simulation screen according to the content of the guardian's counting and repeats the operation command of the guardian, the guardian checks the operation task and repeats the operation task, the equipment number referred to by the operator is correct, the simulation operation is correct, and orders "correct, execute". The operator changes the operating position of the device in the simulation board after receiving the command of the guardian to allow the operation. The operator shall report the operation result to the guardian after the simulated operation. The guardian checks and then proceeds to the next step. (6) On-site actual operation 1. Remove the anti-error lock device (1) should first carefully identify the cause, really need to remove the anti-error device operation, absolutely will not cause misoperation accident, ask the relevant leaders to agree, before unlocking operation. (2) Make a record in the operation log and the special record book for emergency unlock, and remove the strip according to the regulations. (3) The device number must be re-checked before using the emergency unlock key. 2. (3) Strengthen the dynamic on-site inspection and increase the assessment. 3. (1) After the completion of each step, the guardian shall remind the operator of the next step in situ. (2) The equipment number should be checked again before the interrupted operation is resumed. (3) During the operation due to various reasons need to leave the operation site for a short time, as far as possible to keep one person in the original position unchanged. 4. (1) Wear insulation gloves when operating high-voltage equipment, high-voltage electrical inspection, and installing grounding wires. Wear insulation boots when operating transformer equipment with unqualified grounding network resistance and outdoor high-voltage equipment in rainy days. (2) Make anti-slip fixing measures with insulated ladder for climbing operation, and wear safety helmet. (7) Check the main wiring alignment operation on the drawing board computer after the field operation precautions are as follows: (1) After the operation, for the main wiring that can be aligned in time, it should be carefully checked whether the wiring diagram is consistent with the actual situation. (2) For the main wiring that cannot be aligned in time, check whether the wiring diagram is consistent with the actual situation in time after the operation is over. (8) After the operation, the operation ticket should be signed and cancelled as follows: (1) The guardian should report the operation situation and the end time of the operation to the duty chief.
